An executive leader in the strategy, governance and delivery of national-scale infrastructure, aviation and space-enabled capability. Dan combines technical depth with boardroom strategy to navigate extreme complexity across  highly regulated, safety-critical environments to deliver multi-billion-dollar programs.

His delivery experience spans major transport systems, large-scale energy infrastructure, defence infrastructure, data centres and emerging space-enabled services across Australia and the Indo-Pacific. Dan led the national portfolio delivery on Australia's $4.1B OneSKY civil-military air traffic management program across Airservices Australia and the Department of Defence. He's also held senior leadership roles on the A$22.7B QCLNG program, one of Australia's largest energy infrastructure developments.

Dan co-founded Sidera Space & Defence, an advisory firm supporting government and industry on sovereign space-enabled programs. He is also a co-founder and shareholder in North West Phosphate, Australia's largest phosphate resource holder.

His Master of Space Operations (Dist.) at UNSW Canberra (ADFA) focused on sovereign GNSS resilience and satellite-based augmentation systems (SBAS) which directly addresses the positioning navigation and timing gaps many nations are still working to close, with real implications for national security and aviation safety.

Matt Hawley is an engineering executive and program leader specialising in the strategic development, technical governance, and execution of complex, national-scale aerospace, aviation, and defence infrastructure. He brings a deep track record in leading multi-disciplinary technical teams within highly regulated, safety-critical environments, translating complex organisational and engineering challenges into simple, highly effective operational realities.

He has operated at senior engineering leadership levels across multi-billion-dollar national transformation portfolios, most notably directing the infrastructure engineering strategy required to enable Australia’s A$4.1B OneSKY civil-military air traffic management program. Interfacing across Airservices Australia and the Department of Defence, this experience underpins a sophisticated approach to technical risk, multi-agency stakeholder alignment, and compliance excellence in design and execution.

Matt has led strategic technology studies and asset planning portfolios across Australia’s largest resources and energy developments, including major business planning and capacity optimisation initiatives for BHP’s Minerals Australia assets and capital-intensive upstream developments at QGC.

He is currently pursuing a Master of Space Engineering at UNSW Canberra (ADFA) to directly support the next generation of sovereign space system resilience and national infrastructure capability.
